Speech by Mr. Bakhodir Burkhanov, UNDP Deputy Country Director at the launch of the project “Strengthening the Impact of Public Administration Reform in Bac Giang province”

Ladies and gentlemen:

It gives me great pleasure to be with you this morning to launch the second in a series of local Public Administration Reform projects in Viet Nam.

Public administration is an important platform through which the relationship among the state, civil society and the private sector is realised. A more efficient, responsive, transparent and accountable public administration produces better quality services to citizens. A better serviced population will be able to achieve higher levels of development - hence the reform of public administration is an important means towards equitable growth and better living standards.  

UNDP has supported the Government of Viet Nam in enhancing its capacity to manage public administration reform since the early 1990s.  As part of this collaboration, several breakthrough PAR initiatives such as the introduction of one stop-shop mechanisms were piloted and subsequently replicated nation-wide.

The new four-year public administration programme of UNDP has been developed in close cooperation with the Ministry of Home Affairs and selected localities of Bac Giang, Can Tho, Da Nang and Ha Tinh. It builds on UNDP support that is already underway, and it is firmly anchored in the priorities of the new PAR Master Program 2011-2020. Those essential priorities are: human resources reform and enhanced quality of public services. In selecting localities for implementing the programme at sub-national level we considered political commitment of provinces to this reform agenda, their innovative approaches to improving administrative service delivery and human resources procedures, and their readiness to share lessons with other localities and influence national policies.  

Given its promising work on both human resources reform and improvement of administrative services, Bac Giang province has been a strong candidate for receiving UNDP support alongside three other localities. Some of the good practices in place in Bac Giang are: competitiveness recruitment for manager positions, performance appraisal for heads of provincial subordinate agencies, and application of One-stop-Shop and Inter-agency One-Stop-Shop modalities at provincial, district and commune levels.

The project we are launching today, called “Strengthening the impact of Public Administration Reform in Bac Giang Province”, will support the improvement of the quality and performance of civil servants and public employees, which is in line with a key focus of the Prime Minister’s Decision [No. 1557/QĐ-TT dated 18 October 2012] on accelerating civil service reform. The project will help further develop public administrative services through the enhancement of the OSS/IAOSS mechanism. We are confident that innovative work of Bac Giang in improving human resources and administrative procedures will spearhead country-wide efforts to elevate the performance of public administration.

We are very pleased to see the continued involvement and leadership of the Ministry of Home Affairs in this new initiative. The Ministry will host a separate project component at the central level to coordinate knowledge-sharing amongst the four provinces, and to facilitate policy dialogue to replicate good practices country-wide.

In conclusion, I would like to thank Bac Giang People’s Committee, the Ministry of Home Affairs, the project teams in Bac Giang’s Department of Home Affairs and the UNDP PAR MOHA project for their efforts in preparing today’s event.

We look forward to working closely with all stakeholders and are committed to supporting these important efforts for the benefit of the people across Viet Nam.
