Although Viet Nam has made considerable improvements in its family planning service delivery system, there are persistent concerns about the quality of family planning services as well as Viet Nam's contraceptive discontinuation and failure rates. To meet the high demand for reliable evidence on the quality of family planning services, the Ministry of Health and United Nations Population Fund (UNFPA) Viet Nam commissioned the Human Development Research Centre (HDRC) in partnership with the Research and Training Centre for Community Development (RTCCD) to conduct the "Study on the Quality of Family Planning Services in Viet Nam". We hope that this report is useful for policymakers, program managers, health professionals, researchers and donors in designing and implementing policies and programs which effectively respond to the modern contraceptive needs of Vietnamese people, toward achieving the ultimate objectives of the International Conference on Population and Development and the Sustainable Development Goals in Viet Nam.

Based on data from the population and housing Censuses in 1979-2009, as well as population projections, the aim of this report is to analyze changes in the age structure of the Vietnamese population in the past and the future. The report further focuses on the opportunities but also on the challenges presented by the current ‘demographic bonus’ period. Suggestions are made with regard to four main policy areas: (i) education and training; (ii) labour, employment and human resources; (iii) population, family and health; and (iv) social protection. The report aims to provide a thorough and comprehensive review and analysis of the issues, and provide tentative recommendations for policy makers and planners in order to maximize the potential advantage of the demographic bonus period.

This report presents key findings drawn from a qualitative study exploring the perception and utilization of female comdoms among female migrant workers in Viet Nam. Data collection for the study was gathered in six industrial zones covering one city and two provinces, namely Da Nang, Tien Giang and Phu Tho, from June 21 to July 10, 2011. Qualitative methods (indepth interviews with key informants and group-discussions among the target population) were used to collect data and interpret perceptions, attitudes and concerns regarding the use of female comdoms among female migrant workers and their sexual partners.

As a result of sharp reductions in fertility and mortality as well as increased life expectancy at birth, the elderly population in Viet Nam is increasing rapidly in both absolute and relative numbers. The population projections by the General Statistics Office (GSO, 2010) show that the elderly population (persons aged 60 and over) as a percent of the total population will reach 10 percent in 2017, or the Vietnamese population will enter the so-called ”aging phase” from 2017 onward. Similar to rapid population growth, rapid population aging creates various pressures on economic growth, as well as on the infrastructure and social protection services. This report aims to provide a comprehensive review and analysis of related issues, and provide tentative recommendations for policy responses to issues related to aging in the years to come.
