Based on the shared belief that the UN has a vital role to play in Viet Nam’s development, the UN in Viet is changing the way it works to better help Viet Nam meet the challenges that lie ahead. Through the One UN Initiative, the UN is transforming itself to deliver better results for the benefit of all people in Viet Nam through greater unity of purpose, coherence in management and efficiency and effectiveness in operations. In line with the Hanoi Core Statement on Aid Effectiveness, UN reform in Viet Nam is a three-party undertaking by the Government of Viet Nam, the UN Country Team and the donor community.

In 2009, the One UN Communications Team was able to contribute positively and substantively to the growing role of public and policy advocacy in the work of the UN in Viet Nam. In some key development areas such as climate change, the social impact of the economic crisis, child poverty, corruption, and others, the Team was able to support the UN with strategic communications advice, strong media outreach and high-quality briefing notes, policy papers, and related communication materials. In 2010, the One UN Communications Team will be working at its full strength under the revised structure. Following the implementation of all changes recommended by the HR interagency working group, the team will work under a single management in three main teams: 1) Advocacy, media and external relations; 2) Publications, design and online; 3) Cross-agency support. In addition, under the leadership of the Communication Manager the team will work together on internal communication and capacity building.

Summary
Promotion of gender equality and women’s empowerment through the process of gender mainstreaming is part of the mandate of all UN agencies. However, despite strong commitments by the UN system and UN agencies at headquarters level, both the November 2008 Delivering as One (DAO) on Gender Retreat, and the 2008 UNCT Viet Nam Gender Audit identify key challenges to achieving equality and women’s empowerment in the context of UN reform.
The UNCT Gender Mainstreaming Strategy (GM Strategy) was developed by the Gender Programme Coordination Group (Gender PCG) on the request of the UNCT.

Executive summary
In 2008 the Gender PCG conducted a gender audit of the One UN in Viet Nam, to provide a baseline for progress on gender mainstreaming and inform development of a gender mainstreaming strategy for the One UN and One Plan 2006-2010. The gender audit was conducted internally by the UN Gender Advisor and a small team of Gender PCG members from June-November 2008. The UN Viet Nam gender audit drew on lessons learned from gender audits and evaluations by UN agencies and other development organizations, and
methodologies used in these assessments, in particular the ILO gender audit tool.
