Lastly, it identifies potential risks and basic assumptions that need to be monitored and/or necessitate advocacy from various stakeholders. This matrix is designed as an RBM tool to help the TNTF monitor agreed process outcomes in OP2 and the process leading to the next OP. The One UN Initiative in Viet Nam predates the recommendations contained in the report of the High Level Panel on System-wide Coherence (HLP) by over one year. As early as September 2005, a discussion paper on UN reform was prepared by the then UN Resident Coordinator and the current UNICEF Representative in Viet Nam to stimulate thinking on necessary change in UN operations at the country level. The note was timed to coincide with the 2005 World Summit in New York, with UN reform a prominent item on the Summit agenda. A more detailed paper on the One UN Initiative was prepared in early 2006 by the representatives of UNDP, UNICEF and UNFPA outlining the necessary UN reform measures within the context of the Paris Declaration on Aid Effectiveness and its contextualisation in Viet Nam, the Ha Noi Core Statement on Aid Effectiveness.

The One UN Communications Team held its annual retreat at Sao Mai Villa in Ha Noi November 25 and 26, 2008. Over two days the 13 members of the team reviewed their work in 2008, met with the Head of Agencies from UNICEF, UNV and UNAIDS as well as the communication focal points for agencies not participating in the team, and put together the outline of major activities, themes and events for 2009.
